Landscapes3 is the comprehensive plan for Chester County, and renews the county's commitment to balancing growth and preservation to foster vibrant communities. Landscapes3 is organized around six goal areas: Preserve, Protect, Appreciate, Live, Prosper, and Connect, and addresses land use, growth, and preservation as part of the Landscapes Map.

Specific discussion of land use planning approaches occurs within the following Landscapes3 recommendations:

Preserve Goal

• Increase protected farmlands
• Support open space policies and ordinances

Protect Goal

• Monitor impacts of change on water resources
• Enhance flood resiliency

Appreicate Goal

• Enhance the historical record of the county

Live Goal

• Promote increased access to fresh, healthy, and local food

Prosper Goal

• Support flexible zoning
• Support agricultural economic development

Connect Goal

• Advance multimodal transportation
• Create a countywide, interconnected trail network
• Support a resilient and clean energy network
• Integrate water, sewer, and land use planning
